Dubcnn.com, The "Westcoast News Network" was created in 2002. In 2001, having been a fan of the genre that is Hip-Hop, Duncan Rutherford (Rud) joined the then newly established "West Coast Affiliates Forum" and by 2002 had decided along with Forum Administrator Overseer to create what became dubcnn.
